The Construction Industry Council (CIC) maintains a Qualified Vendor List (QVL) for ‘Event Management & Multi-Media Design Services’ category.


Purposes of the QVL

A. To maintain a list of Qualified Vendors that will be invited to bid for high valued projects for works / services in their area(s) of expertise for which they have been included, as and when opportunities arise;

B. To ensure that the Qualified Vendors meet the required standards in order to be considered for shortlisting for procurement invitations for high valued projects for works / services;

C. To increase the transparency and objectivity of Qualified Vendor engagement; and

D. To curtail the overall selection process, reduce submission requirements of bidding high valued projects and administrative works for Qualified Vendors.

Registration for Inclusion into the QVL

A. The QVL application will be opened to public in September every year (“QVL Registration Period”). Interested vendors will be given TWO (2) weeks to complete their applications.

B. Interested vendors who wish to be considered for inclusion in the QVL are invited to apply by completing the electronic Application Form which can be accessed at:

C. Interested vendors are required to fulfil the submission requirements based on the “Submission Table” provided in the electronic Application Form.

D. All applications received will be collected by the Procurement Department (“PD”).

E. Based on the documents submitted, applicants that are qualified by a QVL Assessment Panel will be included in the QVL.

F. Applicants who are successfully included in the QVL will receive a notification with this information. If no notification is received by the applicants within FIVE (5) months from the application closing date, their applications for inclusion in the QVL should be considered unsuccessful.

G. Applicants whose application has been unsuccessful for one of the following reasons may submit a complete application in the next QVL Registration Period:

   (i) Failure to submit a complete application on or before the application closing date;

   (ii) Failure to provide sufficient information upon request; and

   (iii) Failure to meet the requirements of CIC QVL Assessment Panel.

Responsibilities of a Qualified Vendor

Following successful inclusion, the retention of Qualified Vendors in the QVL will depend on the demonstrated ability to offer high quality proposals and on their performance in awarded contract(s).

To remain in the QVL, Qualified Vendors shall be responsible for:

A. Responding to CIC’s procurement invitations;

B. Demonstrating the ability to offer competitive proposals when being invited;

C. Demonstrating the ability to fully comply and perform satisfactorily as per the requirements of any awarded contract(s);

D. Providing latest company information upon receipt of notification from the PD; and

E. Maintaining a sound business and refraining from any business fraud, breach of law or unethical practices.

The CIC reserves the right to review the status of Qualified Vendors in light of any new information that could affect their qualification status.

If Qualified Vendors listed in the QVL request to change their scope of services (e.g. to change, add or delete one or more types of services), a new application with the updated information shall be submitted within the QVL Registration Period. The Qualified Vendor shall be required to submit additional supporting documents to substantiate the changes.

Performance Evaluation

The performance of a Qualified Vendor shall be assessed periodically from the date of contract award.

All performance evaluation scores will be recorded and taken into consideration by the CIC in:

A. Technical assessment of future projects; and

B. QVL retention evaluations of Qualified Vendors.

When evaluating Qualified Vendors’ performance, the CIC will consider the following aspects:

A. Quality of Workmanship / Goods / Services;

B. Timeliness of Goods / Service Delivery;

C. Compliance with Technical Terms & Specifications / User Requirements and the Requirements of Material Delivered;

D. Supervision for Service Delivery;

E. Vendor’s Staff Behaviour / Attitude and Quality & Efficiency of Support Service;

F. Performance of Safety Operations (if applicable); and

G. Co-ordination with the CIC.

Deletion from the QVL

Qualified Vendors shall be immediately deleted from the QVL by the CIC under the following circumstances:

A. Request by the Qualified Vendor in writing;

B. The Qualified Vendor ceases to carry on business;

C. Bankruptcy; and

D. Involvement in business fraud, breach of law or unethical practices.

Other circumstances which may lead to the deletion of a Qualified Vendor from the QVL, in the absence of reasonable justifications, include:

A. Failure to respond to procurement invitations; and

B. Poor contract performance in terms of timeliness of delivery, compliance with specifications of works / services, staff performance, work / service quality, preparation, after-sales or support services.

Qualified Vendor deleted from the QVL is eligible to re-apply during the QVL Registration Period after ONE (1) year from the date of deletion. The deleted vendor shall provide evidence of significant improvement for the re-application process.

The 2021 QVL Registration Period will end on 11 October 2021 (Monday).
