Registration Requirements and Fees

A Construction worker holding valid "Green Card" (i.e. the relevant certificates issued upon completion of a safety training course as defined in the Factories and Industrial Undertakings Ordinance (Cap 59) Section 6BA(2) and 6BA(4) ) may apply, with regard to their particular trade divisions and skill levels, for registration among the following categories of registered construction workers:

Qualifications for Registration

(1) Registered Skilled Worker
(for designated trade division)
Hold a trade test certificate issued by the Construction Industry Council (CIC) or former Construction Industry Training Authority (CITA) or Vocational Training Council (VTC), or other qualifications as specified by the Ordinance (e.g. other recognised registration, certificates or licenses, etc).
(2) Registered Skilled Worker (Provisional)*
(for designated trade division)
For those not holding qualifications listed in item (1), possess not less than 6 years of experience to personally carry out construction work of a particular trade with documentary proof.
(3) Registered Semi-skilled Worker
(for designated trade division)
Hold an intermediate trade test certificate issued by CIC or former CITA or VTC, or other qualifications as specified by the Ordinance.
(4) Registered Semi-skilled Worker(Provisional)*
(for designated trade division)
For those not holding qualifications listed in item (3), possess not less than 2 years of experience to personally carry out construction work of a particular trade with documentary proof.
(5) Registered General Worker Hold a valid “Green Card”.

* According to Legal Notice No. 79 of 2018, applications for registration as a registered skilled worker (provisional) and a registered semi-skilled worker (provisional) have been ceased since 1 July 2019.

Designated Trade Divisions for Registration

  • Please refer to the List of Designated Trade Divisions regarding the designated trades that are open for registration for categories (1) to (4).
  • Those workers who need to be registered include marine construction plant operators who have to operate boom-grab buckets / boom-hooks / derricks for construction work at sea.
  • A worker who performs construction work which does not fall within the List of Designated Trade Divisions should be a registered construction worker (including registered general worker).
  • A worker should comply with related ordinances, if he/she performs a construction work which is regulated by the other ordinances.

Registration and Renewal Fees

Applicants should pay the registration or renewal fee when they apply for registration or renewal.

  • If an applicant possesses specified “Other Qualification” in Schedule 1 of the Ordinance, he/she is required to pay half of the registration fee only, when he/she applies for registration of related trade divisions.
  • If an applicant applies for registration of several trade divisions, he/she is only required to pay a lowest registration fee.
  • No fee is payable for an application to the CIC for registration as a registered skilled worker or registered semi-skilled worker for a designated trade division if the worker holds a CWR card with valid registration.

In accordance with the Construction Workers Registration (Fees) Regulation, the registration and renewal fee is $100 for 5-year validity.
