Mr. CHAN Ka-kui, SBS, JP
Mr. CHAN is the Chairman of the Construction Industry Council. He is a quantity surveyor with over 40 years of experience in the construction field. Previously, he was the Chairman of the Construction Industry Training Authority and Vice-President of Hong Kong Construction Association. Mr. CHAN is a Fellow Member of the Hong Kong Institute of Surveyors. He is an Honorary Fellow and a Court Member of the City University of Hong Kong.
Drainage Services Department Ir CHAN Chi-chiu is a civil engineer by profession. He has worked in several engineering departments of the Government of the Hong Kong Special Administrative Region. He has been the Director of Drainage Services, overseeing all aspects of wastewater and stormwater drainage services, covering capital projects for new infrastructure, improvement works to existing assets, operation and maintenance of existing systems and facilities, and collection of sewage services charges. Ir CHAN is very active in professional and community services. He is a Past President of the Hong Kong Institution of Engineers, an Honorary Fellow of the Chartered Institution of Water and Environmental Management, a Board Member of the West Kowloon Cultural District Authority and an Adjunct Professor of the Department of Civil and Environmental Engineering, Hong Kong University of Science and Technology.

The Hong Kong Polytechnic University Ir Professor CHUNG Kwok-fai is the Associate Head of Department of Civil and Environmental Engineering at the Hong Kong Polytechnic University. He is a chartered structural engineer specialised in limit state analysis and performance-based design of structural systems, structural fire engineering and fire protection in buildings and tunnels, and design codification. In 2015, he was appointed by the Ministry of Science and Technology, People’s Republic of China to be the Founding Director of the Chinese National Engineering Research Centre for Steel Construction (Hong Kong Branch). Ir Professor CHUNG was elected to be a Vice President of the Institution of Structural Engineers, U.K. in 2016 and is currently the Founding President of the Hong Kong Constructional Metal Structures Association.
Ar. Ada FUNG Yin-suen, BBS
Housing (Development and Construction), Housing Department Ar. Ada FUNG is an Architect by profession. She is an active member in the architectural field and the construction industry in Hong Kong & Asia Pacific Region. She has been the Deputy Director of Housing supervising the Development & Construction Division of the Housing Department until end of 2017. Ar. FUNG is the President of the Lighthouse Club (HK) and Director of the World Green Building Council, the Hong Kong Green Building Council and Logistics and Supply Chain MultiTech R&D Centre. She is also the Chairperson of the Committee on Building Information Modelling (BIM) of the Construction Industry Council (CIC) and serves as Honorary Secretary of the Hong Kong Mediation Accreditation Association Ltd. She is an Adjunct Professor of the Department of Civil Engineering of the University of Hong Kong, and serves as Advisor to various Associations and Institutions in the fields of architecture, engineering, environment, construction, safety, smart city, quality, project management, BIM, etc. Ar. FUNG is the past President of the Hong Kong Institute of Architects (2013 - 2014), past Chairperson of the APEC Architect Monitoring Committee of Hong Kong (2012/13 - 2015/16), the Architects Registration Board (2010/11 - 2011/12) and the Committee on Construction Safety of the CIC (2016 & 2017). Ar. FUNG has received Lighthouse Club’s Golden Helmet Award for Safety Leadership (2012), CIC’s BIMer of the Year Award (2014) and International Passive and Low Energy Architecture Award (2018).

The Federation of Hong Kong Electrical & Mechanical Industries Trade Unions Ms. Amy LEE Sau-king has actively engaged in trade union work for decades. She is committed to improve workers’ rights and benefits and promote occupational safety in the electrical & mechanical industry. Hong Kong Federation of Trade Unions Mr. CHOW Luen-kiu is the Vice-president of the Hong Kong Federation of Trade Unions and the Union Affairs Consultant of the Hong Kong Construction Industry Employees General Union (HKCIEGU). Mr. CHOW has actively involved in the work of trade unions since 1995, and was the Chairman of the HKCIEGU from 2009 - 2018. Mr. CHOW attaches great importance to the rights and benefits of construction workers, and is committed to promote occupational safety and raise workers' safety awareness at work. As the chairman of HKCIEGU, Mr. CHOW has actively participated in the consultation work organised by the Construction Industry Council, the Labour Department and other relevant departments, and provided invaluable advice on the formulation of a series of ordinances and measures (e.g. “Guidelines on Measures for Protection of Workers’ Wages”, “Guidelines on Planking Arrangement for Providing Working Platforms on Bamboo Scaffolds” and “Standard Employment Contract”, etc.) to safeguard the rights and benefits of workers and promote occupational safety and health. In the past few years, Mr. CHOW led the HKCIEGU to strive for the rights and interests of workers. He has participated in more than 600 talks and seminars of various scale, co-organised by the Development Bureau, the Labour Department, the Occupational Safety & Health Council and the industry stakeholders, to share the information and insights on construction site safety and healthy lifestyle among workers and management, and contributed to the harmony of the construction industry in Hong Kong.

Airport Authority Hong Kong Ir Alex KWAN is the Executive Director (Engineering & Technology) of the Airport Authority Hong Kong. He is a Fellow of the Hong Kong Institution of Engineers. He also served at the Civil Engineering Services Department of the Hong Kong Government and took up senior positions in major consulting companies locally and overseas.

He is a Chartered Surveyor, Chartered Builder, Registered Construction Manager, Registered Professional Surveyor and BEAM Professional. MTR Corporation Limited Ir Ken WONG Kin-wai is a Member of the Hong Kong Institution of Engineers and the Institution of Civil Engineers. He has over 36-year civil engineering experience including working for contractors and clients. He has participated in a number of major infrastructure projects including Tseung Kwan O Road Tunnel, Western Cross Harbour Tunnel, Taipei Mass Rapid Transit and some recent railway projects in Hong Kong, Macau and Sydney. Ir WONG joined MTR Corporation Limited in 1998 and has been working in the Projects Division. He has participated in the successful delivery of various railway projects including West Rail Line, Lok Ma Chau Spur Line, Kowloon Southern Link and South Island Line. He is currently overseeing the delivery of the Macau Light Rapid Transit consultancy project and Sydney Metro Northwest project.
