Mr. CHAN Ka-kui, SBS, JP
Mr. CHAN is the Chairman of the Construction Industry Council. He is a quantity surveyor with over 40 years of experience in the construction field. Previously, he was the Chairman of the Construction Industry Training Authority and Vice-President of Hong Kong Construction Association. Mr. CHAN is a Fellow Member of the Hong Kong Institute of Surveyors. He is an Honorary Fellow and a Court Member of the City University of Hong Kong.
Drainage Services Department Ir CHAN is a civil engineer by profession. He has worked in several engineering departments of the Government of the Hong Kong Special Administrative Region. He has been the Director of Drainage Services, overseeing all aspects of wastewater and stormwater drainage services, covering capital projects for new infrastructure, improvement works to existing assets, operation and maintenance of existing systems and facilities, and collection of sewage services charges. Ir CHAN is very active in professional and community services. He is a Past President of the Hong Kong Institution of Engineers, an Honorary Fellow of the Chartered Institution of Water and Environmental Management and an Adjunct Professor of the Department of Civil and Environmental Engineering, Hong Kong University of Science and Technology.

Mr. CHOW Luen-kiu, MH, JP
Hong Kong Federation of Trade Unions Mr. CHOW Luen-kiu is the Vice-president of the Hong Kong Federation of Trade Unions and the Union Affairs Consultant of the Hong Kong Construction Industry Employees General Union (HKCIEGU). Mr. CHOW has actively involved in the work of trade unions since 1995, and was the Chairman of the HKCIEGU from 2009 - 2018. Mr. CHOW attaches great importance to the rights and benefits of construction workers, and is committed to promote occupational safety and raise workers' safety awareness at work. As the chairman of HKCIEGU, Mr. CHOW has actively participated in the consultation work organised by the Construction Industry Council, the Labour Department and other relevant departments, and provided invaluable advice on the formulation of a series of ordinances and measures (e.g. “Guidelines on Measures for Protection of Workers’ Wages”, “Guidelines on Planking Arrangement for Providing Working Platforms on Bamboo Scaffolds” and “Standard Employment Contract”, etc.) to safeguard the rights and benefits of workers and promote occupational safety and health. In the past few years, Mr. CHOW led the HKCIEGU to strive for the rights and interests of workers. He has participated in more than 600 talks and seminars of various scale, co-organised by the Development Bureau, the Labour Department, the Occupational Safety & Health Council and the industry stakeholders, to share the information and insights on construction site safety and healthy lifestyle among workers and management, and contributed to the harmony of the construction industry in Hong Kong.
Mr. FU Chin-shing, Ivan, JP
LWK & Partners (HK) Limited Mr. Ivan FU is the CEO of C Cheng Holdings Limited, the first architectural service provider listed in the Hong Kong Stock Exchange. He is also a Director of LWK & Partners, the main operation under the group. He has directed a wide array of projects in PRC and Hong Kong for the past 25 years. With his expertise in architecture and planning, Mr. FU serves various public service platforms including Town Planning Board, Construction Worker Registration Board, China Green Building Council, VTC Building and Civil Engineering Training Board and Advisory Board on Licensing of Plumbers.
The Federation of Hong Kong Electrical & Mechanical Industries Trade Unions Mr. LAI Chi-wah is an experienced unionist. He is well versed in labour affairs and is enthusiastic to serve the community. His former services include the memberships of the Disciplinary Board Panel in the Electricity Ordinance, the Automotive Industry Training Advisory Committee of the Quality Framework, Vehicle Maintenance Technical Advisory Committee under the Voluntary Registration Scheme for Vehicle Mechanics, and the Transportation and Support Services Industry Consultative Network of the Employees Retraining Board. Presently, he is the Vice Chairman of the Federation of Hong Kong Electrical & Mechanical Industries Trade Unions and is a member of the Transportation and Logistics Consultative Network of the Employees Retraining Board, and a member of the Committee on Occupational Safety and Health under the Labour Advisory Board.
Mr. LAM Ping-hong, Robert
Wong & Ouyang (HK) Limited Mr. Robert LAM is a Senior Director at Wong & Ouyang (HK) Ltd. He studied architecture at HKU and graduated in 1977. He has designed and completed many building projects in Hong Kong including housing estates, office buildings and institutional buildings. He was a former Vice President of Hong Kong Institute of Architects (2011 & 2012) as well as a Vice Chairman of Architects Registration Board (2010 to 2012) He is currently a director of the HK Green Building Council.

He is primarily responsible for overseeing daily operational management and business performance of the Group and leading the E&M engineering business units in Hong Kong, Macau and the PRC. Ir POON is a member of the American Society of Mechanical Engineers, a Chartered Engineer of the Engineering Council in the United Kingdom, and a fellow of both the Chartered Institution of Building Services Engineers in the United Kingdom and the Hong Kong Institution of Engineers. The University of Hong Kong Ir Professor S.C. WONG is Chair Professor and Associate Dean of Engineering, and holds Francis S Y Bong Professor in Engineering, at the University of Hong Kong. He is Vice-President of Hong Kong Society for Transportation Studies, and was President of Chartered Institute of Logistics and Transport in Hong Kong and Chairman of Chartered Institution of Highways & Transportation (Hong Kong Branch). He is Deputy Chairman of Logistics and Transportation Discipline Advisory Panel of Hong Kong Institution of Engineers. He is Vice-Chairman of the Town Planning Board, and was a member of Transport Advisory Committee, Harbour-front Enhancement Committee, and Tuen Mun Road Traffic Incident Independent Expert Panel of the HKSAR Government. He is also member of the Development Committee of the West Kowloon Cultural District Authority, and director of the Hong Kong Green Building Council. The Hong Kong Polytechnic University Ir Professor CHUNG Kwok-fai is the Associate Head of Department of Civil and Environmental Engineering at the Hong Kong Polytechnic University. He is a chartered structural engineer specialised in limit state analysis and performance-based design of structural systems, structural fire engineering and fire protection in buildings and tunnels, and design codification. In 2015, he was appointed by the Ministry of Science and Technology, People’s Republic of China to be the Founding Director of the Chinese National Engineering Research Centre for Steel Construction (Hong Kong Branch). Ir Professor CHUNG was elected to be a Vice President of the Institution of Structural Engineers, U.K. in 2016 and is currently the Founding President of the Hong Kong Constructional Metal Structures Association.

Airport Authority Hong Kong Ir Alex KWAN is the Executive Director (Engineering & Technology) of the Airport Authority Hong Kong. He holds a Master of Science degree in Environmental Engineering (with Distinction) from the Imperial College, London and a Bachelor of Science degree in Civil Engineering from the University of Hong Kong. He is a Fellow of the Hong Kong Institution of Engineers. Ir KWAN has more than 30 years’ experience in the planning, design and project management of large-scale transportation and civil infrastructure projects across Asia and North America. He also served at the Civil Engineering Services Department of the Hong Kong Government and took up senior positions in major consulting companies locally and overseas.
