As the development blueprint for the Northern Metropolis continues to take shape, infrastructure works within the Loop are progressing at the same time. The ST01 Slip Road—a critical viaduct—has previously achieved full-span closure, marking a significant milestone for Hong Kong’s construction industry in innovation, safety, and sustainability. Ir Prof. Thomas HO, Chairman of the Construction Industry Council (CIC), Director Mr. Alex HO and other CIC representatives attended the Full-span Bridge Deck Erection Completion Ceremony, to witness the project’s final phase and exploring its pioneering applications.
World-First Full-span Bridge Deck Erection Method to Enhance Efficiency and Safety
The ST01 Slip Road connects Lok Ma Chau Road with Fanling Highway and San Tin Highway, spanning approximately 340 metres across 10 driving lanes. To minimise road closures and reduce disruption to commuters, the project team implemented the world’s first Full-span Bridge Deck Erection Method, overcoming the limitations of conventional balanced cantilever construction and setting a benchmark for technological advancement in local infrastructure.
This method integrates three core technologies namely the Self-Propelled Modular Transporters (SPMT) for low-level transportation of entire bridge module from the assembly yard to the lifting position on the ground; the Strand-jack Lifting System to hoist the bridge segment securely to its designated elevation and the Telescopic Supporting Beam System, enabling precise adjustment of support positions and angles to stabilise the prestressed concrete deck.
Compared with traditional methods, this innovative approach allows full prefabrication and assembly at ground level, reducing work-at-height activities by 80% that significantly improves safety. Construction time is shortened by approximately 25%, while temporary traffic arrangements and heavy machinery operations are minimised, reducing road closures by 90% and minimising community impact.
Digital Technologies Overcome Complex Terrain Challenges
During the fourth full-span bridge deck erection, the team faced constraints posed by the narrow terrain and heavy traffic along Castle Peak Road (Chau Tau). To enhance precision and safety, multiple digital technologies were deployed including Building Information Modelling (BIM) for 3D design and construction simulation; Drone Photogrammetry for site environment analysis and 3D LiDAR Scanning for terrain modelling and accurate measurement. These innovative technologies enabled risk prediction prior to construction, workflow optimisation, and real-time monitoring of progress and safety, bringing a strong digital management approach to the project.
The ST01 Slip Road also delivered measurable environmental benefits. Ground-level prefabrication and assembly significantly reduced machinery usage and operating hours, lowering carbon emissions by approximately 30%. Centralised lifting arrangements reduced road closures by 90%, mitigating inconvenience caused by traffic diversions.
Prefabricated components further reduced noise and dust emissions, improving air quality and living conditions for surrounding communities. Combined with digital management, the team optimised material usage and minimised rework, enhancing resource efficiency and supporting sustainable construction principles.
Driving Innovation and Safety
The ST01 Slip Road represents a major milestone in the application of innovative technologies within Hong Kong’s construction industry and serves as a model for promoting safety and sustainability. The CIC will continue to advocate for advanced construction methods and digital technologies to improve quality and efficiency while ensuring site safety and environmental stewardship.
The success of ST01 Slip Road for the Loop underscores Hong Kong’s execution capability and global competitiveness in large-scale infrastructure projects, providing valuable experience for future developments in the Northern Metropolis and other strategic initiatives.
