Accreditation Scheme for Frontline Supervisor Safety Training Course

Background

The Construction Industry Council (CIC) has been dedicated to enhancing safety awareness and the safety standards at construction sites. To reinforce the industry's focus on safety, CIC has continued to introduce various initiatives, including the "Lift First" promotion campaign, the Smart Site Safety System Labelling Scheme, the Frontline Personnel Safety Performance Recording Scheme, as well as Construction Safety Week and CEO Safety Forum, among other activities, actively promoting the industry to strengthen a positive safety culture.

Construction site safety is crucial to the development of the construction industry, with frontline supervisors playing a key role in site safety. To further enhance site safety management and encourage contractors and clients / employers to provide appropriate safety training for frontline supervisors, CIC has launched the "Accreditation Scheme for Frontline Supervisor Safety Training Course" (“The Scheme”).

The Scheme aims to encourage more organizations involved in the construction industry to provide safety training for frontline supervisors approved by major companies or organisations (hereinafter referred to as organisations), aiming to comprehensively enhance site safety management. Furthermore, by establishing a unified course accreditation mechanism, it helps organisations optimize internal training content and continuously improve site safety management.

Eligibility Criteria

To ensure participating organisations meet relevant regulations and requirements to achieve the goals of the scheme, the eligibility of applying organisations is as follows:

a) Main contractors;

b) Companies registered under the Construction Industry Council's "Registered Specialist Trade Contractors Scheme";

c) Main contractors who have paid construction levies to the Construction Industry Council in the last five years (counting from the application date) or current subcontractors directly employed by main contractors; or

d) Owners of maintenance, repair, decoration, alteration, and new projects

(i) Developers: Must be a member of the "The Real Estate Developers Association of Hong Kong" or the "Hong Kong Real Property Federation" and provide relevant membership qualifications;

(ii) Property management companies: Must be a member of the "The Hong Kong Association of Property Management" and provide relevant membership qualifications;

(iii) Other types of applicants: If the applicant does not fall under the above approval categories, their application will be submitted to the committee for approval.

Recommended Course Framework

The recommended course framework includes course objectives, course structure and content, minimum face-to-face hours, teaching and learning, and assessment.

a) Course Objectives:
To provide safety training for site frontline supervisors, including relevant regulations, roles and responsibilities, dynamic risk assessment, smart site safety system, etc., and to enhance site safety management through case reviews and sharing of safety culture development.

c) Teaching and Learning:
The teaching methods must effectively promote students' understanding and application of safety knowledge, such as interactive teaching, case analysis, and simulation exercises to help students integrate the learned knowledge.

d) Instructor Requirements:
Registered safety officers under the "Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations" who have completed the train-the-trainer program, such as the " Certificate of Effective Site Safety Training and Instructing Technique " course at the Hong Kong Institute of Construction.

e) Teaching Materials:
Teaching materials must align with the course structure and content, with various formats allowed, including presentation slides, notes, videos, etc.

Application for the Scheme

Relevant organisations must complete the application form, prepare the necessary application documents, and email them to accreditationscheme@cic.hk. For more details, please refer to the scheme’s application guide and application form.

Application Fee

The accreditation scheme fee is fully waived.

Review Criteria

The review criteria for applications are as follows︰

a) Applying organizations must meet the eligibility criteria of the certification program;

b) Course titles, structures (including teaching hours and content), and teaching materials must meet the requirements set by the accreditation scheme; and

c) The instructors teaching the accredited courses must be registered safety officers and have completed the train-the-trainer program.
