How to Apply

Applicants may apply for Construction Workers Registration by the following methods:

Applicable to New Registration / Renewal / Information Update / Loss or Damage of card

1. By CIC APP mobile application:

Applicants can submit various applications through the Construction Industry Council App (CIC APP), making worker registration simple and easy. Payments can be made using credit card, AlipayHK, WeChat Pay, Apple Pay, Google Pay, or PayMe. The Workers Registration Cards will be mailed to the applicants. Please note that the Workers Registration Office may require applicants to follow up on relevant applications. Please pay attention to notifications from the CIC.

2. By Mail:

Applicant can submit application by mail. Please send the completed application form, together with a copy of the required supporting documents to "Construction Industry Council, 38/F, COS Centre, 56 Tsun Yip Street, Kwun Tong, Kowloon" with “WR” marked on the envelope. (Note: Applicants are required to submit a copy of supporting documents only for application by mail and sign on each copy to certify it. For new registration or request for update of photo record, a recent colour photo with clear facial features in the plain white background must be provided.) 

3. Submission of Application via Unions:

4. Group Submission of Application (also applicable for Labour Importation Scheme for the Construction Sector):

A Construction worker holding valid Construction Industry Safety Training Certificate "Green Card" (i.e. the person holds a certificate referred to in section 6BA(2) of the Factories and Industrial Undertakings Ordinance (Cap.59) in respect of that person’s attendance at a safety training course that relates to construction work within the meaning of that Ordinance) may apply, with regard to their particular trade divisions and skill levels, for registration among the following categories of registered construction workers:

Hold a trade test certificate issued by the Construction Industry Council (CIC) or former Construction Industry Training Authority (CITA) or Vocational Training Council (VTC), or other qualifications as specified by the Ordinance (e.g. other recognised registration, certificates or licenses, etc).

Registered Semi-skilled Worker
(for designated trade division)

Hold an intermediate trade test certificate issued by CIC or former CITA or VTC, or other qualifications as specified by the Ordinance.

Registered General Worker

Hold a valid “Green Card”.

Designated Trade Divisions for Registration

  • Please refer to the List of Designated Trade Divisions regarding the designated trades that are open for registration for categories (1) to (2).
  • Those workers who need to be registered include marine construction plant operators who have to operate boom-grab buckets / boom-hooks / derricks for construction work at sea.
  • A worker who performs construction work which does not fall within the List of Designated Trade Divisions should be a registered construction worker (including registered general worker).
  • A worker should comply with related ordinances, if he/she performs a construction work which is regulated by the other ordinances.

Registration Requirements and Fees

Applicants should pay the registration or renewal fee when they apply for registration or renewal.

  • If an applicant possesses specified “Other Qualification” in Schedule 1 of the Ordinance, he/she is required to pay half of the registration fee only, when he/she applies for registration of related trade divisions.
  • If an applicant applies for registration of several trade divisions, he/she is only required to pay a lowest registration fee.
  • No fee is payable for an application to the CIC for registration as a registered skilled worker or registered semi-skilled worker for a designated trade division if the worker holds a CWR card with valid registration.

In accordance with the Construction Workers Registration (Fees) Regulation, the registration and renewal fee is $100 for 5-year validity. 

Applicats can submit their applications through the CIC APP, by mail, or in person at the CIC Service Centres after making an appointment.

Applicants are required to bring along the originals of the following documents for on-site registration. The originals will be returned after checking.

Required documents include the followings:

1. A completed and signed "Application Form for Construction Workers Registration"
2. Identity document(s)
     
  • Hong Kong Permanent Residents - Hong Kong Identity Card
  • Non-Hong Kong Permanent Residents - Hong Kong Identity Card and a "One Way Exit Permit”, or a passport/travel document containing a valid visa/ entry permit with a Land Slip/ Notification Slip for Conditions of Stay, together with other relevant documents such as an employment contract, which fulfill the criteria and qualifications for registration
  • Applicant with change name - Deed Poll
3. Construction Industry Safety Training Certificate (Green Card) (with at least 30 days of validity)
4. Qualification documents of related trade divisions and other related documents (with at least 30 days of validity)
     
  • Diver (Construction Works) – Medical Certificate with 1 year of validity
  • Building Security System Mechanic/ Electrical Equipment Mechanic (Construction Works) (Master) – Valid Security Personnel Permit (Category D security work)
  • Lift Mechanic/ Escalator Mechanic - Valid Registered Lift Worker/ Escalator Worker Registration
5. Recent color photo showing full frontal face with clear facial features, plain white background. No hat/ear pods, eyes are not covered by hair (Applicable to new registration applied by e-Application)

Remarks:

  • Applicants can submit application for card renewal within 6 months before its expiry date.
  • Application contains incomplete information will not be considered.
  • CIC will approach concerned authorities to verify the information provided by the applicants.
  • Applicants whose Green Cards / Trade Test Certificates are issued by CIC / former Construction Industry Training authority do not need to bring along their cards / original certificates for application. CIC staff will verify the qualifications through the computer system.
  • Applicants who have already submitted the application forms together with the copies of required documents through Group Submission, can only bring along the original of the required documents and application fee to the selected workers registration service centre at appointed time in person for application.
  • The supporting documents required are on a case-by-case basis.

Alignment of Expiry Date of Workers Registration Card and Green Card

You can connect your Construction Workers Registration Card with your Green Card (officially called the Construction Industry Safety Training Certificate), by aligning the expiry date of your Registration Card and your Green Card. The expiry date of your Green Card will then be printed at the back of your Registration Card. With this arrangement, you can work on construction sites without the need of bringing your Green Card along before the aligned expiry date. “Alignment of Expiry Date” is only applicable to new and renewal applications of normal registration, except the following circumstances:

  • Any provisional registration;
  • Work in Hong Kong with a working visa
  • Re-issuance of Registration Card for changing or adding trade division(s);
  • Replacement of Worker Registration Card;
  • Information Update;
  • Validity of Green Card is less than 18 months.

How to Apply

Tick the box of "Application for Alignment of Expiry Date" and sign on the Workers Registration Application Form. Attach the copy of your Green Card with the form or show your Green Card to the staff at the Workers Registration Service Points.

If a registration card has been lost or damaged, the relevant cardholder shall as soon as practicable apply for a replacement registration card through CIC APP or visit any CIC Sevice Centre (appointment is recommended). An administration fee of HK$100 will be charged.

Construction Workers Registration Card

Registered Construction Workers are given Workers Registration Cards with validity of 5 years normally. Information of workers such as portrait, registration category, expiry date is printed on the Registration Cards. Electronic data is stored in the chip of the cards. Construction workers should produce their registration cards and verify their information by card reading devices before they enter construction sites and carry out construction works there.

The Construction Industry Council (CIC) issued the new Construction Workers Registration Card in the end of Nov 2017. The new registration card can perform the following functions:

  1. Workers can apply for recording additional information on specified qualifications related to construction industry to registration card according to their needs in order to reduce the number of cards workers need to bring for work. Please refer to the “List of Specified Additional Information Allowed to be recorded in Registration Card” for details.
  2. Worker’s information can be retrieved from the CIC website by simply scanning to QR code on the new registration card.
  3. Each new registration card is embedded with a chip that stores the latest card tapping records, which can be viewed by worker via the CIC App.
