Background

The Construction Industry Council (CIC) has launched the “Worker-Friendly Construction Site” Campaign, aimed at encouraging the construction industry to actively care for workers’ daily operational needs by providing a safe, tidy, clean and friendly working environment to them.

Last year, more than 500 construction sites have participated in the scheme and received the “Worker‑Friendly Construction Site” label. To further promote the implementation of the scheme, the “Worker‑Friendly Construction Site” Award and an award presentation ceremony will be newly introduced in 2026 to recognise main contractors and their teams who demonstrate continuous excellence and strive for improvement throughout the programme.

Site Visit

The CIC will proactively conduct site visits and issue recognition certificates of the Campaign to those sites where their facilities align with key recommendations outlined in Reference Materials on Construction Site Facilitiesopens in a new tab for Workers, serving as recognition for the sites’ commitment to workers welfare. Principal contractors are welcome to apply for participation in the Campaign, thereby enhancing both corporate reputation and site image, as well as improving sustainability performance.

Introduction

The Construction Industry Council (CIC) has been actively improving the working environment and well-being of frontline workers, promoting a people-oriented and sustainable development in the construction industry. In view of this, the CIC launched the Worker-Friendly Construction Site (WFCS) Campaign in 2025, with the aim of encouraging the industry to actively care for workers’ daily operational needs, and to provide a safe, tidy, clean, and friendly working environment.

Participation in the Campaign brings a wide range of positive benefits, including:

1. Recognition of outstanding and well-managed construction sites

2. Recognition of contributions towards a caring workplace culture

3. Strengthening corporate performance in Corporate Social Responsibility (CSR), and Environmental, Social, and Governance (ESG)

4. Enhancement of corporate image

Since its launch, over 500 construction sites have already participated in the Campaign and received WFCS certificate. To further promote and strengthen the implementation of the Campaign, the “Worker- Friendly Construction Site” Award (The WFCS Award) with an award presentation ceremony will be specially introduced in 2026. This initiative aims to commend main contractors and their project teams that have demonstrated continuous excellence and strived for improvement throughout the Campaign.

A. Outstanding Worker-Friendly Construction Site Award (includes Grand Awards and Merit Awards)

3.	- Repair, Maintenance, Alteration and Addition (RMAA) Works in Public Sector - Repair, Maintenance, Alteration and Addition (RMAA) Works in Private Sector
B. The Most Engaged Main Contractor Award
The Main Contractor with the highest number of recognised Worker-Friendly Construction Sites label Enrolment is not required for this award. Companies will be shortlisted based on statistics and then reviewed by the judging panel Only labels issued between 1 April 2025 and 31 October 2026 will be counted within the calculation period

*Large Scale Construction Site: Average number of workers is more than 200 at the construction site

**Small and medium-scale Construction Site: Average number of workers is less than 200 at the construction site

Eligibility

Construction sites have been awarded WFSC certificate on or before the application deadline;
Relevant construction work on the construction site was still ongoing during the judging period (from 16 October to 13 November 2026);
The construction sites are registered under the Construction Workers Registration System (CWRS). At the time of application, the main contractor is required to provide the CIC Reference Number of the relevant contract as recorded under the CWRS; and
Applications must be submitted by the main contractors of the construction sites. Only one application (one site) per category may be submitted by each main contractor.

Judging Criteria

The Judging Panel conducts evaluation based on the facilities provided for workers and relevant measures, in accordance with the following ten criteria:

Judging Process

Enroll online via the CIC’s WFCS webpage.
The Judging Panel will select award-winning construction sites in accordance with the established judging criteria.
The finalist will be announced on the WFCS webpage.
Award-winning construction sites will be presented with trophies in recognition of their achievements at the WFCS Award Presentation Ceremony on 29 November 2026.
The list of WFCS Award winners will be published on the WFCS webpage after the award presentation ceremony.

"Worker-friendly Construction Site" Good Practice

Workers’ well-being is highly valued across construction sites, with continuous investment in resources to enhance the overall working environment. Through well-equipped facilities, optimized arrangements, and people-oriented management measures, these sites demonstrate a strong commitment to safety as well as workers’ physical and mental health.

The following showcases the good practices implemented on construction sites, reflecting the industry’s efforts and achievements in improving the daily working environment. By sharing these good practices, it not only recognizes the industry’s contributions but also provides references for more sites to learn from and emulate, thereby continuously enhancing workers’ well-being.

Covered waiting area for card tapping
Provide a covered waiting area for clocking in and out, ensuring workers are protected from sun and rain during shift changes, thereby enhancing comfort and maintaining good order.

Storage facilities
Provide tidy, clean, and sufficient storage facilities to enable workers to properly store their personal belongings and tools, helping to maintain a tidy construction site.

Morning assembly, morning exercises, and safety training facilities
Provide suitable venues and equipment for morning assembly, morning exercises, and safety training, helping strengthen workers’ safety awareness and teamwork.

Drinking water facilities on sites
Provide clean and sufficient drinking water facilities at various locations on-site, allowing workers to stay hydrated and safeguarding their health.

Clean washroom
Provide a sufficient number of clean and hygienic toilets to ensure workers have a good user experience.

Personal washing facilities
Provide well-equipped handwashing and cleaning facilities, allowing workers to maintain personal hygiene before and after work, thereby improving overall health and comfort.

Heat prevention facilities and measures on site
Provide heat protection facilities and/or implement relevant measures to reduce the impact of extreme hot weather on workers.

Rest facilities
Provide comfortable rest areas where workers can take adequate breaks during work intervals, helping them recover energy and improve productivity.

Other caring facilities
Implement additional care measures, including health checks, care initiatives, and the provision of recreational and leisure facilities or employee support services, to comprehensively support workers’ physical and mental well-being and enhance their overall work experience. Promote a safety culture by adopting and continuously enhancing smart site safety systems (4S), strengthening safety management, and implementing appropriate measures to further improve the level of care and the overall quality of the working environment on site.

Site overall tidiness
Maintain a clean and orderly overall site environment, including work areas and communal facilities, to enhance safety standards and corporate image.

Good Practices for Repair, Maintenance, Alteration and Addition (RMAA) Works
RMAA works are typically carried out in completed and occupied buildings, where site space is often limited and work locations may be widely dispersed. Through flexible arrangements and innovative measures, contractors proactively address workers' practical needs during their daily operations, creating a safe, comfortable and worker-friendly working environment.
