Inspired by the speech from Mr. David LEUNG of the Development Bureau (DEVB) in the CIC seminar -  Encouraging Collaborative Behaviours through NEC Contract on 8 July 2025, in supporting the DEVB, the CIC also plays a significant role in actively promoting and educating the industry on NEC practices throughout the journey.

The DEVB has adopted the NEC3 form in selected public works contracts since 2009. The first pilot project using the NEC3 Engineering and Construction Contract (ECC) was the Fuk Man Road Nullah Improvement Project.

With contributions from the Drainage Services Department, the CIC prepared a case book offering a straightforward account from the client’s perspective, highlighting the journey from contract formulation to project completion.

In 2010, the CIC published the Guidelines on Partnering, outlining the concepts of partnering and the benefits it brings to projects, including increased opportunities for innovation, continuous improvement in service quality, reduced delivery time, and enhanced construction safety.

Aligning with DEVB’s timeline, works tenders in 2015 and 2016 adopted the NEC form where practicable. Since 2015, the CIC has collaborated with NECUK to deliver NEC training programmes to nurture NEC professionals.

Additionally, partnering workshops have been organised to promote a collaborative mindset across the industry. These workshops encourage all stakeholders to actively engage in a partnering approach for successful NEC project implementation, sharing practical tools and experiences to support the creation of an efficient construction project model.

Following the launch of the Hong Kong Edition of the NEC ECC in 2023 and the NEC TSC in 2024, seminars and webinars have been co-organised by the DEVB, NEC, and CIC to provide essential knowledge and perspectives on the practical application of the new contracts.

From 2024, the CIC has been assisting the DEVB in organising in-house training for site supervisors in the works and quantity surveying disciplines, aimed at driving excellence in practical contract execution.

In concluded, during the journey, the CIC has provided comprehensive support to industry practitioners, ensuring access to the most up-to-date information.
