Complementary Measures

Industry Organisation Status on Formulation/Implementation of Complementary Measures
Airport Authority (AAHK) AAHK has introduced contractual provisions requiring its main contractors to include appropriate terms in their subcontracts to require subcontractors to apply for registration under the Scheme.
Development Bureau (DEVB) DEVB has introduced contractual provisions requiring public works contractors to engage subcontractors (irrespective of any tier) who are either registered under the RSTCS or will complete their registration under the RSTCS before the execution of the relevant subcontracted works.
Hong Kong Housing Authority (HA) Housing Authority (HA) has contractual provisions requiring contractors to engage subcontractors registered under the RSTCS before execution of the relevant subcontracted works in new building, maintenance and improvement works contracts.
The Hong Kong Housing Society (HKHS) HKHS is is introducing contractual provisions of requiring their main contractors for new build projects on mandating the employment of Registered Specialist Trade Contractors registered under the RSTCS.
MTR Corporation Limited (MTR) MTR Corporation Limited has included mandatory requirement for employment of companies registered under the Scheme in its new construction contracts.
Urban Renewal Authority (URA)  URA has introduced contractual conditions mandating the employment of Registered Specialist Trade Contractors and Registered Subcontractors under the RSTCS in the contracts with main contractors for their self-developed projects. While for their joint venture (JV) projects, URA has introduced provisions in JV agreement for encouraging the JV partners to engage Registered Specialist Trade Contractors and Registered Subcontractors under the RSTCS in their contracts with main contractors.
West Kowloon Cultural District Authority (WKCDA) WKCDA has introduced contractual provisions encouraging all their Main Work Contractors to engage companies who have registered under the Scheme.
The Real Estate Developers Association of Hong Kong (REDA) REDA has requested its members to lend support by encouraging subcontractors to register and specifying the engagement of companies registered under the Scheme for future contracts.
Hong Kong Construction Association (HKCA) HKCA will continue to encourage its members to engage companies registered under the Scheme and to convince subcontractors in the lower tiers to do so.
Hong Kong Federation of Electrical and Mechanical Contractors (HKFEMC) HKFEMC will continue to encourage its members to engage companies registered under the Scheme and to convince subcontractors in the lower tiers to do so.
