Mr. CHAN Ka-kui, SBS, JP
Mr. CHAN is the Chairman of the Construction Industry Council. He is a quantity surveyor with over 40 years of experience in the construction field. Previously, he was the Chairman of the Construction Industry Training Authority and Vice-President of Hong Kong Construction Association. Mr. CHAN is a Fellow Member of the Hong Kong Institute of Surveyors. He is an Honorary Fellow and a Court Member of the City University of Hong Kong.
Drainage Services Department Ir CHAN Chi-chiu is a civil engineer by profession. He has worked in several engineering departments of the Government of the Hong Kong Special Administrative Region. He has been the Director of Drainage Services, overseeing all aspects of wastewater and stormwater drainage services, covering capital projects for new infrastructure, improvement works to existing assets, operation and maintenance of existing systems and facilities, and collection of sewage services charges. Ir CHAN is very active in professional and community services. He is a Past President of the Hong Kong Institution of Engineers, an Honorary Fellow of the Chartered Institution of Water and Environmental Management, an Adjunct Professor of the Department of Civil and Environmental Engineering at The Hong Kong University of Science and Technology and an Honorary Professor of the School of Science and Technology at The Open University of Hong Kong.

LWK & Partners (HK) Limited Mr. Ivan FU is the CEO of C Cheng Holdings Limited, the first architectural service provider listed in the Hong Kong Stock Exchange. He is also a Director of LWK & Partners, the main operation under the group. He has directed a wide array of projects in PRC and Hong Kong for the past 25 years. With his expertise in architecture and planning, Mr. FU serves various public service platforms including Town Planning Board, China Green Building Council, Vocational Training Council Building and Civil Engineering Training Board and Advisory Board on Licensing of Plumbers.
Gammon Construction Ltd. Ir Thomas HO possesses over 30 years of experience in construction industry. He has been dedicated to spearheading project management and general management, safety initiatives, sustainable development and innovation excellence in the construction industry. He is very active in community services and professional associations’ activities and is recognised by the industry as the figurehead in promoting excellence in construction management, as well as sustainable and quality construction. In recognition of his advanced mindset in advocating innovative and green construction initiatives, Ir HO received the Outstanding Achievement Award from Hong Kong Institute of Construction Managers in 2018. Ir HO is currently a member of the Town Planning Board. He was also the Inaugural Chairperson of the Construction Innovation & Technology Application Centre (CITAC) Management Board. The Management Board serves to develop CITAC to be a knowledge hub to promote the implementation and application of construction innovation and technologies.

Airport Authority Hong Kong Ir Ricky LEUNG holds a Master degree of Business Administration from the Chinese University of Hong Kong and a Bachelor of Science (Engineering) Degree from the University of Hong Kong. Ir LEUNG was appointed as Executive Director, Engineering & Technology in January 2020. With more than 28 years of experience at the Airport Authority (AA), he is responsible for the engineering and technology development of the AA, managing its assets and delivering engineering projects at the Hong Kong International Airport. Before joining the AA, he worked in consulting engineering firms and various government departments on the planning, design and project management of large scale infrastructure projects in Hong Kong. He is a chartered civil and structural engineer with over 35 years of experience, of which 28 years are on the planning, design, construction, operation and maintenance of airport infrastructure, facilities and systems. He is also a Board Member of the Hong Kong IEC Limited and the Logistics and Supply Chain MultiTech R&D Centre Limited.

Department of Civil and Environmental Engineering The Hong Kong University of Science and Technology Ir Prof. LO Hong-kam is the Chair Professor and Head of Civil and Environmental Engineering of the Hong Kong University of Science and Technology. He is the Vice-President of Hong Kong Society for Transportation Studies, Convener of Railway Objections Hearing Panel, was a Member of the Independent Review Committee on Hong Kong’s Franchised Bus Service, Transport Advisory Committee, Hong Kong-Zhuhai-Macao Bridge Feasibility Study Expert Panel, etc. Ir Prof. LO is a Fellow of the Hong Kong Institution of Engineers, Fellow of the Chartered Institute of Logistics and Transport in Hong Kong, Fellow of the Hong Kong Institute of Highways and Transportation, and Fellow of the Hong Kong Society for Transportation Studies.
Ir MO is a qualified civil/structural engineer, as well as an Authorised Person and Registered Structural Engineer under the Buildings Ordinance. He holds master degrees in civil engineering and business administration.
Before his retirement, Ir MO was General Manager of the Construction Department of a Hong Kong developer. He also worked on construction of a host of major Hong Kong and Mainland projects, including the Hong Kong superhighrises of Two International Finance Centre and International Commerce Centre, plus twin International Finance Center projects in Shanghai and Nanjing.

CR Construction Company Limited Ir PAN Shujie graduated from the Southeast University (formerly known as Nanjing Institute of Technology) and the University of Warwick (UK). He is a member of the Hong Kong Institution of Engineers and the Chartered Institute of Building (UK). Ir PAN joined China State Construction Engineering Corporation Limited in 1987 and was seconded to the Group in 1991. He has been a director of certain subsidiaries of the Group since 1999, and participated in several major infrastructure projects’ management. In August 2020, Ir PAN joined CR Construction Company Limited, and is responsible for supervising the company’s overall operation. Ir PAN has over 29 years of experience in construction management.
The Hong Kong Federation of Electrical and Mechanical Contractors Limited. Ir Rocky POON is the Chief Executive Officer and Executive Director of FSE Services Group Limited. He is primarily responsible for overseeing daily operational management and business performance of the Group and leading the E&M engineering business units in Hong Kong, Macau and the PRC. Ir POON is a member of the American Society of Mechanical Engineers, a Chartered Engineer of the Engineering Council in the United Kingdom, and a fellow of both the Chartered Institution of Building Services Engineers in the United Kingdom and the Hong Kong Institution of Engineers. He is the President of the Hong Kong Federation of Electrical & Mechanical Contractors Limited, past president of the Hong Kong E&M Contractors’ Association Limited, President of the Macau Air-Conditioning & Refrigeration Chamber of Commerce, member of the 7th Trust Committee of the Henry Fok Foundation, Vice President of the 10th Council (2020-2023) of the Macau Construction Association and Director of Macau Urban Renewal Ltd. MTR Corporation Limited Ir Ken WONG Kin-wai is a Member of the Hong Kong Institution of Engineers and the Institution of Civil Engineers. He has over 36-year civil engineering experience including working for contractors and clients. He has participated in a number of major infrastructure projects including Tseung Kwan O Road Tunnel, Western Cross Harbour Tunnel, Taipei Mass Rapid Transit and some recent railway projects in Hong Kong, Macau and Sydney. Ir WONG joined MTR Corporation Limited in 1998 and has been working in the Projects Division. He has participated in the successful delivery of various railway projects including West Rail Line, Lok Ma Chau Spur Line, Kowloon Southern Link and South Island Line. He is currently overseeing the delivery of the Macau Light Rapid Transit consultancy project and Sydney Metro Northwest project.
Ir YU Sai-yen is a Civil Engineer by profession and has over 40 years of experience in project management and contract administration of large-scale civil engineering projects. He was the Vice-Chancellor of the Gammon Academy, Gammon’s in-house training centre, reinforcing the Company’s values in safety and excellence.
Ir YU is well known and respected in the construction industry and has showcased his enthusiasm in the development of the industry by undertaking a portfolio of responsibilities in various organisations. He is currently a Member of The Higher Education Advisory Committee of the Vocational Training Council and Honourable Advisor of Pneumoconiosis Mutual Aid Association. He was the Vice-President of the Hong Kong Construction Association and Chairman of its Civil Engineering Committee, Chairman of Civil Division and Civil Discipline Advisory Panel of Hong Kong Institution of Engineers.

With over 45 years of practices in the industry, Mr. CHAN is a veteran and has engaged in various residential, commercial development and public works construction projects.

The Hong Kong Polytechnic University Ir Professor CHUNG Kwok-fai is the Associate Head of Department of Civil and Environmental Engineering at the Hong Kong Polytechnic University. He is a chartered structural engineer specialised in limit state analysis and performance-based design of structural systems, structural fire engineering and fire protection in buildings and tunnels, and design codification. In 2015, he was appointed by the Ministry of Science and Technology, People’s Republic of China to be the Founding Director of the Chinese National Engineering Research Centre for Steel Construction (Hong Kong Branch). Ir Professor CHUNG was elected to be a Vice President of the Institution of Structural Engineers, U.K. in 2016 and is currently the Founding President of the Hong Kong Constructional Metal Structures Association.
TLS & Associates Limited Sr Thomas HO Kwok-Kwan was the Past President (2016 – 2017) and Past QSD Chairman (2011 – 2012) of The Hong Kong Institute of Surveyors. He was also the Past Chairman (2015 - 2016) of Surveyors Registration Board. He is the Managing Director of TLS & Associates Ltd., a quantity surveying consultancy firm in town. Sr. Ho was one of the first graduates of the BSc (Surveying) programme at The University of Hong Kong, which was known as the Bachelor of Building programme at that time. He also obtained a MSc degree in Construction Project Management with Building Management Prize from his alma mater and a MA degree in Arbitration and Dispute Resolution with Distinction from the City University of Hong Kong. Sr. HO is a member of a number of professional bodies such as The Hong Kong Institute of Surveyors, The Royal Institution of Chartered Surveyors, The Chartered Institute of Arbitrators, China Cost Engineering Association and the Chartered Institution of Civil Engineering Surveyors. Sr HO is also an accredited mediator of Hong Kong Mediation Accreditation Association Limited, Hong Kong International Arbitration Centre and The Hong Kong Institute of Surveyors. Sr. HO also involved in public and voluntary services including the Construction Industry Council, Aviation Development and Three-runway Advisory Committee, Hong Kong Mediation Accreditation Association Limited, Hong Kong Quality Building Assessment Panel, Vocational Training Council Engineering Discipline Advisory Board and many others. Sr. Ho was also the Past President of the HKU Surveying Alumni Association between 2015 and 2017.
Techoy Construction Company Limited Sr Eddie LAM has over 42 years of experience in Hong Kong building construction industry. He is a Chartered Surveyor, Chartered Builder, Registered Construction Manager, Registered Professional Surveyor and BEAM Professional. He also holds an Executive Master degree in Business Administration and a Master degree in Fire and Safety. Sr LAM was the past President of Hong Kong Institute of Construction Managers and the past Chairman of Lo Pan Kwong Yuet Tong. Vocational Training Council Mrs. LO LEE Oi-lin has over twenty years of experience in vocational professional education and training through her various postings in Vocational Training Council (VTC) as Program Leader, Head of Academic Department, Campus Principal and Deputy Executive Director. Her areas of interest include strategic planning, curriculum development, and management of resources and projects to meet the changing manpower needs. She was honoured the “HKU Science Distinguished Alumni 2019” at the Oak Anniversary of the Faculty of Science of the University of Hong Kong. Mrs. LO is currently a member of the Hong Kong Institute of Construction (HKIC) Management Board and the Chairperson of the HKIC Vision, Mission & Motto Steering Committee. She was also a member of the Education Commission Working Group for the discussion and drafting of the “Reform Proposals for the Education System in Hong Kong” (in 2000), a member of the Curriculum Development Council and the VTC representative at the Hong Kong Council for Testing and Certification. Mrs. LO is active in community services. She is the ex-chairman of the Hong Kong University Graduates Association Education Foundation. She also contributed to the founding of the creative hub PMQ and has served as a Board Director of the PMQ Management Co. Ltd. and Vice-Chairperson of its Advisory Board.
The Federation of Hong Kong Electrical & Mechanical Industries Trade Unions Mr. MOW Tai-hing is engaged in the electrical and mechanical industry, and has served the industry through the trade union platform for more than ten years.
