Background

In response to Industry’s needs, the CIC has been providing a 5-year forecast of the construction expenditure in Hong Kong on a bi-yearly basis since 2012 for industry stakeholders’ overall resource planning and management. The forecast covers the Building sector, Infrastructure sector, Electrical and Mechanical sector, and the Repair, Maintenance, Alteration and Addition sector, in both the public and private domains.

A Task Force on Construction Expenditure Forecast was formed to review the 5-year construction expenditure forecast and provide advice.

Terms of Reference of the Task Force

To review and provide advice on enhancing the methodology for forecasting the construction expenditure in Hong Kong;
To provide relevant information and insights contributed to the 5-year forecast on the construction expenditure in Hong Kong;
To present the 5-year construction expenditure forecast to the Committee on Construction Procurement for approval.

This forecasts are updated in April 2026.
The forecasts are based on constant price levels in September 2025 with no provision for inflation.
For the past 10 year data, the construction expenditure is brought up to September 2025 price level.
For the next 5 year projection, an envelope approach is adopted to project the future trend of the construction expenditure by showing the lower and upper bound levels.
The construction expenditure forecasts cover both Public and Private Sectors.
