Mr CHEUNG Hau-wai

Mr. CHEUNG Hau-wai is a professional building surveyor, a Fellow of the Hong Kong Institute of Surveyors and a member of the Royal Institute of Chartered Surveyors. He is a former Director of the Buildings Department and now a Director of the Hong Kong Green Building Council, and the Chairman of the Site Safety Committee of the Council. He has 35 years experience in building control and has a keen interest in building rejuvenation and green construction.

Mr. CHENG Kar-shing, Peter

Mr Peter Cheng is the Executive Director of New World China Land Limited and Deputy Managing Director of New World Development (China) Limited. He is also a Director of New World Development Company Limited, NWS Service Management Limited, New World Hotels (Holdings) Limited, Chow Tai Fook Enterprises Limited, Hip Hing Construction Company Limited and Polytown Company Limited. Besides, Mr Cheng is a member of numerous non-profit making and charitable organizations such as: the Chairman of Chow Tai Fook Charity Foundation, the Chairman of Hong Kong Renal Centre Limited, the Chairman of The Welfare Fund Limited, the Vice Chairman of Hong Kong Economic Exchange and a Director of Green Council. He is the Commissar of the Chinese People’s Political Consultative Conference, Guangzhou City and the University Assembly member, University of Macau.

Mr Cheng, aged 62, graduated from the Indiana University, USA in 1974 with a Degree of Bachelor of Arts and was awarded a Degree of Master of Science in Engineering from the University of California at Los Angeles in 1976. In 2009, Mr Cheng was awarded a Master of Laws in Arbitration & Dispute Resolution from The University of Hong Kong.

Mr Cheng is a Fellow member of the Hong Kong Institution of Engineers (HKIE), Hong Kong Institute of Arbitrators (HKIArb) and Hong Kong Construction Arbitration Centre (HKCAC). He is a CEDR Accredited Mediator and on the List of the Mediators of Hong Kong Mediation Accreditation Association Limited (HKMAAL), Hong Kong International Arbitration Centre (HKIAC), Hong Kong Mediation Centre (HKMC) and Financial Dispute Resolution Centre (FDRC). He is on the Panel of Arbitrators of South China International Economic and Trade Arbitration Commission/Shenzhen Court of International Arbitration (SCIA) and Huizhou Arbitration Commission as well as a Member of Society of Construction Law Hong Kong (SCLHK) and The Chartered Institute of Arbitrators (CIArb).

Mr Cheng is also an assessor of HKMC and has assessed more than 70 cases of simulated mediation assessment. He has mediation experience in both commercial disputes and family disputes.

Ir CHENG Ting-ning, Albert

Ir Albert CHENG is a seasoned construction professional with over 30 years’ experience in the planning, design, management and implementation of mega public works projects. Prior to joining the Construction Industry Council, Ir CHENG was the Head of the Hong Kong-Zhuhai-Macao Bridge Hong Kong Project Management Office of the Highways Department and the Head of the New Territories East Development Office of the Civil Engineering and Development Department. Ir CHENG is a Fellow Member of the Hong Kong Institution of Engineers and currently the President of the Hong Kong Institution of Highways and Transportation.


Mr. CHOW Lap-man

Mr. L.M. CHOW is the former Senior Director – Marketing and Customer Services of CLP Power Hong Kong Limited. He has served the power industry in Hong Kong for 39 years. His exposure covers electricity power generation, transmission, distribution and retail. During his years of service, he was instrumental in leading several changes in the organization. Mr. Chow also actively led the retail teams of CLP Power to uplift their customer services and provide technologies, tools and solutions to help customers save energy. Under his leadership, the account management teams offered tailor-made energy management solutions to many building operators who were commercial and industrial customers. He also initiated many dedicated programs to share best practices for energy management of green buildings.


Ir Colin CHUNG

Ir Colin CHUNG has many years of experience in green building and sustainable design. Colin is the Managing Director of the Sustainable Development & Environment Group, China Region of WSP | Parsons Brinckerhoff and fellow member of HK Institute of Engineers (HKIE) and many other local and international professional institutions. Ir CHUNG is the Past President of Hong Kong Association of Energy Engineers, Past Chairman of Association of Consulting Engineers HK, Past Chairman of Energy Institute – HK Branch and Gas and Energy division of HKIE. Currently, he is the member of Green Labelling Committee and Industry Standards committee and Green Faculty as well as the director of HK Green Building Council. He is also the Deputy Chair of Energy Use Panel and member of Technical Review Committee of BEAM Society.


Sr LAI Yuk-fai, Stephen

A well-respected quantity surveyor and construction cost estimator, Stephen Yuk Fai LAI is a member of Rider Levett Bucknall’s global board and managing director overseeing Hong Kong, China, Korea, and Oman offices.

Mr. LAI joined the firm in 1989 and built his reputation as a trusted property consultant and construction cost estimator. For more than 30 years, he has developed creative project delivery strategies for clients throughout Asia and the Middle East. Externally, he has become a trusted thought leader on state of the construction industry and future trends in construction project management.

Mr. LAI is also a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Hong Kong Institute of Surveyors, and a China Registered Cost Engineer. He is also the Past President of the Hong Kong Institute of Surveyors (2013), a Board Member of the Construction Industry Council, a Member of the Infrastructure Advisory Committee of Hong Kong Trade Development Council, a member of the Appeal Tribunal Panel, a member of the Education Bureau Vetting Committee for the Allocation of Sites and Start-up Loan for Post-Secondary Education and a Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) of Xuhui District, Shanghai.

Mr. LAI earned his Bachelor of Science from the University of Aston, Birmingham in the United Kingdom and obtained his Master of Science in E-Commerce for Executives from Hong Kong Polytechnic University.


Mr. LAM Ping-hong, Robert

Mr. Robert LAM is a Senior Director at Wong & Ouyang (HK) Ltd. He stu died at HKU and graduated with distinction in his architectural studies. He has designed and completed many building projects in Hong Kong including housing estates, office buildings and institutional buildings. He has been very much involved with the affairs of the Hong Kong Institute of Architects. He was their Vice President for 2011 and 2012. He continues to sit on many boards of the Institute. He is currently a director of the HK Green Building Council. He is an Honorary Professor at the School of Architecture, Guangzhou University.
